Please, do the following:
1. Sign in to your Microsoft Account - https://account.microsoft.com/
2. From the top menu bar, select Payment & billing > Order history.
3. Navigate to the app you want to be refunded, and select 'Request a refund'.
Microsoft Store does all the processing of credit cards and thus the refund would have to come from them.
